Any change in a socio-authoritarian system, if not imposed from the outside by force, is always the result of a negotiation between different parties that make up the society. This negotiation can be peaceful if the guardians of the system deal with the situation rationally and feel a certain sense of responsibility. Otherwise, the negotiation will only take place afterwards to end a phase of chaos and conflict.
