The strangers had a message: Hussein\u2019s landlord wanted\u00a0him out.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">A former warehouse keeper, Hussein is among tens of thousands of Lebanese\u00a0thrown from comfortable lives at breakneck speed by the country\u2019s worst fiscal and\u00a0monetary crisis in 30 years.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">That night in January, the 50-year-old gathered his family and left. \u201cWe have to\u00a0forget the past, how we used to live, how we used to buy things,\u201d he told them.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Hussein had earned about $2,000 a month and lived a comfortable life. After\u00a0paying the rent on the four bedroom property, he could afford university and\u00a0school fees for his three children and had enough money left over for family\u00a0outings.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Now, with no work in sight, he has sold his BMW, his wife\u2019s jewellery and most of\u00a0his furniture. His daughter has been blocked from her university\u2019s online\u00a0education system, unable to pay the fees.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Lebanon lurched into crisis last year when public anger at a political class seen as\u00a0corrupt and self-serving led to mass protests and the economy began to stall. Now,\u00a0as soaring unemployment threatens to reignite demonstrations, the government\u00a0has warned that 60 per cent of the population could fall into poverty by the end of\u00a02020.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\u201cWe used to have a class that is called a nouveau riche,\u201d said Soha Zaiter, executive\u00a0manager of the Lebanese Food Bank, a charity. \u201cNow we have a nouveau pauvre,\u00a0people who used to be middle class.\u201d<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">In a sign of the number of families at risk of hunger, the organisation has\u00a0distributed six times as many food boxes this year as it did for the whole of 2019.\u00a0Those in need include unemployed white-collar workers from accountants to a\u00a0former marketing department head, she said.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">The government has asked the IMF for financial assistance but agreement on a\u00a0programme has not yet been reached.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Middle and low-income families have been especially exposed in the downturn\u00a0because Lebanon\u2019s cash-strapped government, which defaulted on its external debt\u00a0in March, cannot provide a safety net.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\u201cLebanon is not a country where you have social protection,\u201d said Jad Sakr,\u00a0Lebanon country director for Save the Children, an aid organisation used to\u00a0working with Syrian and Palestinian refugees but is now also supporting hundreds\u00a0of Lebanese families.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">The economic crisis has become more acute during the coronavirus pandemic. A\u00a0survey published in June by the International Labour Organization found that 37\u00a0per cent of respondents were unemployed and more than 80 per cent of those had\u00a0been permanently or temporarily laid off during the coronavirus lockdown.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">But the underlying issue is that Lebanon has for years spent beyond its means, in\u00a0part to finance an import bill that includes up to 80 per cent of Lebanon\u2019s food,\u00a0according to a UN study.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Instead of investing in domestic production, foreign currency attracted to the\u00a0country\u2019s banks with high interest rates has been used to fund the government, pay\u00a0for imports and to support the Lebanese pound \u2014 pegged to the dollar \u2014\u00a0artificially raising local purchasing power.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\u201cThe new middle class has benefited from the monetary policy\u201d of the past three\u00a0decades, said Charbel Nahas, an economist and opposition politician. \u201cThis reflects\u00a0in the style of ostentatious consumption,\u201d he said, which has fostered Beirut\u2019s\u00a0reputation as the Middle East\u2019s party capital.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">The government\u2019s monetary policy has imploded in the past year, as falling public\u00a0confidence has seen the supply of US dollars in the country dry up. The value of the\u00a0Lebanese pound has collapsed and inflation has risen, with the price of basic foods\u00a0increasing 55 per cent.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">As foreign currency disappeared and banks imposed de facto restrictions on\u00a0account holders, importers struggled to pay suppliers and started to go bust.\u00a0Volumes imported by Lebanon\u2019s top five shippers and freight forwarders dropped\u00a0nearly 50 per cent year on year in the first quarter of 2020, according to Port of\u00a0Beirut statistics.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Hussein was an early victim. His employer of 12 years imported cosmetics. It\u00a0ended his employment in November. Unable to find a new position, he has applied\u00a0for dozens of low-paid jobs from gas station attendant to watchman. But after\u00a0more than 20 interviews, no one has offered him work.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">For years, low-paid jobs such as these were filled by migrant workers, from Egypt\u00a0to Ethiopia, attracted to Lebanon by the chance to be paid in US dollars, despite\u00a0often poor conditions.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Meanwhile, Lebanese living abroad \u2014 those with qualifications who had fled the\u00a0civil war in the 1980s or left since \u2014 were encouraged to deposit US dollars at high\u00a0interest rates in local banks. Those lenders in turn made deposits at the central\u00a0bank, providing the country with the hard cash it needed to fund imports.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">The outflow of qualified, middle class emigrants had acted as a \u201cvery appreciated\u00a0exportable product\u201d, Mr Nahas explained, lubricating Lebanon\u2019s unusual financial\u00a0system.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">But the exodus also deprived the country of its most-qualified professionals,\u00a0something Mr Nahas feared would happen again now as employment\u00a0opportunities disappeared. \u201cThis would mean maybe for 40 [or] 50 years a\u00a0dramatic change in the structure of the society,\u201d said Mr Nahas. \u201cThis is much\u00a0more severe and persistent than accounting losses.\u201d<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Many migrant workers are trying to leave, after employers in low-paid sectors have\u00a0switched to paying staff in the depreciating Lebanese pound. Late last year, the\u00a0Philippines started offering flights to repatriate its nationals.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Hussein wants to leave too. \u201cThe country has no future,\u201d he said, looking across the\u00a0Mediterranean from a caf\u00e9 in the southern seaside town of Tyre, near the ancestral\u00a0village where he now lives. But mostly he wants his family to get out, \u201ceven if I have\u00a0to sell a part of my body\u201d.<\/p>\n<\/div><\/section><br \/>\n<div  class='av-buildercomment
